2001年，该公司技改利用外资重点发布项目为：全钢丝工程机械子午线轮胎生产线，项目类型属化工。全钢丝工程机械子午线轮胎与全钢载重子午线轮胎同属高等级子午线轮胎，是国家“双高一优”计划中的高新技术改造。项目总投资为人民币3亿元，其中拟利用外资1084万美元；合作方式为合作经营或贷款。

    Located in Xingtai city of Hebei province, Hebei Whale Group Co., Ltd. is the largest manufactory of tyre-making in Hebei province, and has the total assets of 0.37 billion-Yuan (RMB), annual production value of 0.55 billion-Yuan (RMB) and annual selling income of 0.3 billion-Yuan (RMB), with convenient traffic. There are 6 subsidiaries in it, including Hebei Tyre Co., Ltd., Xingtai Rubber Co., Ltd.,Xingtai City Tyre Wire Fectory,Xingtai City Jilun Rubber Product Plant,Xingtai Jilun Industry & Commerce Co.,Xingtai Huawei Rubber Co.,Ltd..The Group Co., is composed by 4 enterprises, such as Xingtai City Rubber Plant, Julu County Rubber Plant, Xingtai Charcoal Black Factory, Pingxiang County Refined Chemical Industry Co., Ltd..
